The difference comes in the fact that large modern Chinese cities are almost new constructs, built on the knowledge gleaned and gained from observing the mistakes of large city developments all over the world, and correcting the errors that come with developing such constructs prior to constructing anything.
The government owns the land, not private individuals, therefore, leasehold is prent. Also, when leasehold expires, the government can demolish wholesale and correct the errors learned along the way.
Presently … Pollution has been a problem, however, again … lessons have been learned and solutions are being implemented to mitigate and even nullify the pollution problem.

If we go by economic development China still has the GDP per capita of a developing nation, although that is partly due to a poor rural population the average US city dweller will be better off than the average PRC one.
If we go by modernity. Well then of course China wins that. Most of their urban development happened in the last two decades. Most US cities are full of old buildings and are so built up it''''s hard to seriously renovate them.
Personally I place a greater importance on the economic factor but its subjective.

Those cities were built a long time ago with different needs in mind. Look at these major asian cities in the future after a similar passage of time and let us know if they are still all up to date. I think some will have been renewed to an extent because many asian cities are so densely populated they can afford to do it and must do it to keep them viable. Some may require buildings to be rebuilt as they simply do not last very long.
In the UK there are many buildings from centuries ago which are still as solid today and will outlast many newer buildings.

But I wouldn''''t call them more developed than western developed country. Because obviously they only care about what eyes could see and don’t care about what goes underground: all big cities in China has terrible sewage system. Yes, the US economic boom was from 1920 to 1970 and many building and cities were constructed at that time. The booming period in China is from 1980 up to now. Certainly, US cities look older and Chinese cities are more modern.
In addition, in US, most of rich/mid income people live in the suburb of large cities while many cities have poor inner city areas. This is probably not common in China.

Straight speaking, of course, Chinese cities are newly built compare to here in the US.
Is there a need for US city to do a catch up? I do not think so, at least not in the large scale.
