I'm sure no country is keen on bringing in rapists and criminials. It's just a slippery slope to assume everyone who looks different is automatically a criminal. There are enough Japanese criminals too and I have yet to see a study that proves that foreigners are more likely to commit crimes.
The refugees from Ukraine are well educated and a lot of them speak English - certainly much better than the average Japanese.
Japan also needs people who can do the jobs that the Japanese cannot do due to lack of skills or experience. There's a reason there are so many foreigners in IT for example. The local talent pool is too limited in terms of quality and quantity.
There are enough foreigners - including many in this sub - who managed to learn the Japanese language and get accustomed to the local culture.
So, yeah, no country wants any criminals but simply painting all foreigners with a broad brush because they cannot read kanji is a dangerous oversimplification.

Now you are talking about the refugees from Ukraine but before that you were referencing the Middle East refugee crisis where we saw millions flood into Germany, France, Sweden and Western and Northern Europe as a whole.
I don't think Japan views these 2 groups of refugees equally, if their actions tell us anything.
Also, the mass rioting during the Turkish elections in Tokyo where Japanese policemen got hurt, and what happened in Cologne, Germany on New Year's Eve, gave the Japanese a foretaste of what would ensue if they had opened the floodgates for refugees.
In a span of 2 months, Japan took in over 600 Ukrainian 'evacuees', more than the total number of refugees from the Middle East and Africa over a decade from 2010-2020. Shows us what they think of them refugees compared to the Ukrainians.
As for lack of IT talent, labor shortage, lack of English ability, shrinking workforce, yada yada, all of these are true. But how the Japanese people or their government plans to address this, or whether they do plan to even address it at all, is probably not how you envision it. It's definitely not "Let's take in more refugees!"

You are correct. The two groups are very different. And the high number of refugees in Germany for example certainly led to issues. No one is asking Japan to take in a million refugees over night.
I am happy that Japan took in Ukrainian refugees this time. What I'm concerned about is the "we are a homogenous society and can't/don't want foreigners. Japan is special/unique" rhetoric. It is dangerous and simply not true. Japan has unique aspects to it just like any other society, too. So far I have not seen any clear strategy how the government is trying to address the issue of a shrinking population.

There are many foreigners who’ve learned Japanese but equally as many foreigners who can barely speak a lick and god forbid read or write.
I’ve worked within a company that specializes in hiring foreigners including those on refugee status. Not a single refugee could speak Japanese beyond a 自己紹介 in my one year there and I’ve met plenty. God forbid even asking them to read Japanese.
There’s some truth that Japan is much harder to assimilate to than a place like America whether that be due to language reasons or even reasons of religion.

I think that's only because Taiwan is relatively small in population, like 23 mil or so, similar to Australia. Or else we would be seeing more of them here.

Koreans don't know kanji. They use their own scxt.
Few Koreans and Taiwanese care to move to Japan and it has nothing to do with the population size.
Research shows that emigration from a country slows down once a country hits $5,000 GDP per capita and sharply decreases when a country hits $10,000 GDP per capita.
If Japan only wants immigrants from Taiwan, Korea and China, that's a basically an elaborate way of saying that Japanese doesn't want any immigrants since few people from these country would move to Japan in the first place.
Furthermore, the population of Korea is already in decline and they're badly in need of immigrants. You can't expect a serious stream of immigrants from a country with a declining population.

What I generally don't understand is, where is all the money coming from to accommodate the refugees? Or now with countries giving hundreds of millions of dollars to Ukraine. It's not like they had the money sitting in the bank. If they had that much money available, could they not use if for other issues they are facing at home? In the US that could include infrastructure (remember the insanely poor water quality in Flint, Michigan?), healthcare etc.
