I don't think so. Every Panda that is kept in captivity is at a zoo and has to be approved by Chinese government. They are endangered, so I seriously doubt it. Even if it were legal to have own one, they can become very aggressive as they grow older and smarter.
You would also have to have an unlimited supply of fresh bamboo to feed them. Do you have that in your back yard?
