From the first time I saw these guys, I was amazed that the explanation wasn’t obvious to literally everyone.

You will always see two interesting features with such levitators. There’s a staff in hand, and a carpet or something below. The intuitively obvious answer is that the carpet/flowers/whatever serve as a base and the staff serves as the structural join between the base and some seating apparatus that runs through the sleeves of the robe.

If you use a bike seat hidden under the robe, you can appear to be standing, floating off the ground. If you make the staff a scythe, you can dress up like a skeleton under the robe, and do a good grim reaper.
Extra credit if you work out a counterweight system, so you can appear to be seated and levitating, but then with very minor movement of your hand on the staff, exert enough force to lift your whole body weight to standing and floating. That would be an awesome scare effect, as they might expect the levitation, but as soon as you are standing, but floating 10 inches off the ground, having apparently risen several feet into the air is less likely to have been seen before, and really sells the illusion.

She looked at me like I was putting her on, which I was, and after she left, my Sister-in-Law’s friend said, “She’ll need years of therapy.”
The levitation trick sounds better than the coffin on the porch trick or the headless doorman trick.

My daughter (an engineer) did exactly that! She put a structure together and brought it to our house, we have a better neighborhood for trick-or-treating. She had a friend of hers help her with the flowing robes. My husband put up some colored lights to add to the mystery. The young kids in the neighborhood were amazed. Good fun!

My younger brother actually had the cops called one Halloween. He’d used an old WWI U.S. Army uniform handed down in the family to make himself “headless” (a lens for seeing replaced one jacket button) and sat on the wide porch railing holding a lit jack o’ lantern in one arm. When someone came up the steps to the porch, he kicked a switch to hidden speakers that played a set of dissonant low, low notes and then stood up, holding the jack o’ lantern like it was looking at the people. There were little kids who screamed and fled in tears.
The cop just warned him but first took him across town to where another high school kid was set up in a coffin along the sidewalk up to his house, with a periscope lens looking out to watch the sidewalk, and when someone would come up he would slowly lift the coffin lid — rigged to creak, of course! — sit up, and mumble garbled words through mummy-like wrappings (though this mummy was wearing a VERY nice suit!). The cop wanted to see who scared whom!

Plus, it would be rather trivial to make the upright out of a hydraulic cylinder and conceal a hose running to a hydraulic pump. Then the levitator could start out sitting on the ground, push a concealed switch and appear to actually rise up from the ground.
