Mr Jaishankar is clear here, he's talking about exercising caution against a country that has bigger economy on comparison. Very simple, right?

PS: One thing I want to clear here. China is not China because of authoritarianism. After all, Russia is also authoritarian. So is Middle East! So what happened? No, it's not the style of governance. It's the person who's governing. China had one great leader & he made it what it is today. D. Our govt today has achieved great milestones. Only because of the strict vision of the leader. Let me make it clear though, no leader's perfect.

In that 15–20 research papers, there were atleast one Chinese involved in the research. In some papers there were fully Chinese. But there were no research papers without Chinese. I saw Indian researcher very rarely. Most of them are Chinese.
