It's not waving. It's held up by a crossbar across the top of the flag, and wrinkles in the material make it look like it's waving.

It doesn't. The movement you see in the videos of the landing is due to the chain weighting down the bottom swaying from the movement of placing the flag. With no atmosphere it would wave for a while, but eventually whatever the fabric equivalent of rolling friction is, will slow it down.

That flag looks as if it has a straight rod inserted across the top of it to hold it out straight. The bottom looks as if it is floating (like astronauts hair in the ISS) not being blown about by a breeze.

The flag had a horizontal rod along the top edge that allowed it to extend outwards, and it was also made of a lightweight material that could easily move in the absence of wind or atmosphere.
