This was explained on TV in the live broadcast at that time of the first landing, before the flag was brought out. The flag not only had a rod at the top to spread it out, but either the rod was springy, or there was an added spring, I forget which, to help create the waving effect. This was quite deliberate. It was just a little bit of whimsy and patriotic pride , and fun, from the engineers. I think it was to go along with the part in the national anthem that says “Oh say does that star spangled banner yet wave, o’er the land of the free and the home of the brave.”

I always find this particular question amusing. I’ve heard so many people use it as a “Gotcha! Explain that, Mr. Apollo Was Real!” What’s so amusing is that the moving flag is one of the better pieces of evidence that the video footage from the Moon’s surface is real.

It's not waving. It's held up by a crossbar across the top of the flag, and wrinkles in the material make it look like it's waving.
The only time it actually flapped was when it was buffeted by the backwash of the lunar lander's rocket engine as it took off. This actually knocked the flag over, as we saw via the automatic TV camera left behind.

It doesn't. The movement you see in the videos of the landing is due to the chain weighting down the bottom swaying from the movement of placing the flag. With no atmosphere it would wave for a while, but eventually whatever the fabric equivalent of rolling friction is, will slow it down.

That flag looks as if it has a straight rod inserted across the top of it to hold it out straight. The bottom looks as if it is floating (like astronauts hair in the ISS) not being blown about by a breeze.

The US flag on the Moon during the first Moon landing appeared to be flapping because of the way it was designed. The flag had a horizontal rod along the top edge that allowed it to extend outwards, and it was also made of a lightweight material that could easily move in the absence of wind or atmosphere.
