First would be India, the most populous country, this saving the maximum amount of people from a single choice. It's also my own country, so that is an intended bias as well.
India has many benefits as well, it's a fairly open and democratic society, it won't try hard to make the best out of the given situation by claiming others lands as it's own, but at the same time is strong enough to keep itself floating.

I'm not sure, it depend on my purpose. if I would preserve as many people as possible, so my choice is:

Philippines-Population is 100,981,437 and the vast majority are various different Filipino ethnic groups, but they do have several hundred thousand foreigners living there.

Australia-Population is 24,940,400 and I was too lazy too look for population breakdowns that made sense. Wikipedia just put down ancestry and people can claim more than one of those. Most are white though with significant, Indian, Chinese, Filipino, and Polynesian citizens.
Japan-Population is 126,714,000. Japanese census takers don’t ask for ethnicity. I’m guessing that the vast majority are Japanese.
