My sources say the type 054A also had 32 cells. They're both equipped with smaller cells compared to the destroyers since they are purposed for ASW.

Which is why it's interesting that rather than just start mass-producing these much more larger and capable 054B's, they seem to have restarted 054A production with the 054AG's. The 054B might just be a two-ship class to test out technologies.
To your original point, 32 VLS for medium-range SAMs is more than enough for a small frigate of this size who's entire purpose is ASW, escorts, and medium-range air defense. The addition of the 24-cell HQ-10 launcher also increases its self defence capabilities.

@Flightman453 Yes - so when you compare to the Arleigh Burke and it's 96 VLS it doesn't tell the full story because it discounts the 052's HQ-10. So really it would be like 88 cells.... So ton for ton and dollar for dollar - the 052 packs a bigger punch than the Arleigh Burke.

The 054B is much larger which will improve it's endurance and speed. Along with a newer radar and overall more room to fit newer more capable sensors and electronics. From an armament perspective, they're pretty similar with slight differences which suggests the 054B is likely not meant to succeed the 054A, but to be a two-ship class for an entirely new class of next generation frigates.
But for the armament, the 054B still uses the same H/AKJ-16 VLS as the 054A, the 054B replaced the 76mm main gun with a 100mm main gun, instead of using 2x 1130 CIWS like the 054A's, it only uses one 1130 CIWS and adds a 24-cell short range HQ-10 SAM launcher, and they both still retain the 8x YJ-83 AShM's. So really, the only main differences in terms of armament is the main gun and the addition of an HQ-10 launcher.
